Charles E. Bussell was born in Franklin County, Maine, December 11, 1850.  In 1871, he attended the Holton Seminary where he studied engineering before moving to Neillsville.  May 11, 1874, he was elected County Surveyor to replace James H. Reddan and held that office from 1875 - 1879.  He then became examiner of lands, and issued a fine map of Clark County.  He also worked on a map for La Crosse and the mapping of Northern portion of Wisconsin. He was an early resident of Pine Valley, Clark County, Wisconsin who lived in the O'Neill House Hotel.  He was a surveyor and a dealer in real estate in Neillsville, Clark County, Wisconsin.  Among other things, he worked as a Civil Engineer on the survey of a road built by the Chicago, Milwaukee & St. Paul Railway company from Eau Claire to Reed’s Landing, on the Mississippi river.

Mr. Bussell married Nelle L. Mallory on January 15, 1884, in Camden, Arkansas. [Neillsville Times, January 22, 1884]

In 1888 he completed an atlas for the city of Eau Claire WI.

Bussell was confined to the Idaho State Insane Asylum in Blackfoot some time around 1900-1901. His confinement there would lead a major political scandal. In 1902 he was returned to Lewiston, Idaho, where his wife and daughter Beulah were living. He was paralyzed, allegedly from the effects of the ill-treatment from asylum staff. He died that fall. [Spokesman-Review (Spokane WA), February 23, 1903, p. 8]

In the congressional election of 1902, candidate Weldon Heyburn (who would win election to the U.S. Senate) made his treatment a campaign issue is a speech that was reprinted across Idaho.

 

The Bussells had three (3) daughters:

Marion (b. 1889)
Nellie (b. 1890)
Beulah (b. 1887)

After studying at Lewiston State Normal School (Lewiston ID), Beulah would complete her education in Michigan and eventually become a high-ranking official in the American Red Cross.
