GENERAL INTRODUCTION

The audio-visual items owned by Wisconsin Valley Library Service may be borrowed at no charge through any public, school, academic or special library participating in this service. Registered borrowers from any of the V-Cat member libraries may order direct, either from participating V-Cat libraries’ computers or by accessing iPac from their home computer. http://vcat.wvls.lib.wi.us/ 

The WVLS audio-visual collection is heavily used. Often items are requested to answer informational requests and for library programming. Also, WVLS sends audio-visual collections for a two to three month loan period to requesting libraries in the WVLS area. Collections range in size from 10 to 100 titles. For more information about collections, contact the WVLS office at 715-261-7256.

All audio-visual items owned by WVLS are in good working condition. The borrower agrees to take care of the items and use them in a proper manner. By borrowing WVLS audio-visual, the borrower also agrees to exonerate, indemnify and hold WVLS harmless from all claims or liabilities for damage or loss to any person or property in any way arising out of or during the use of said items.

Schools may request audio-visual through the designated contact person/librarian at each school. Requested AV items are mailed directly to schools to the attention of the designated contact person/librarian.

Use V-Cat in a participating member library  or access iPac (http://vcat.wvls.lib.wi.us/) from home.

The above links will take you to iPac,  for participating WVLS libraries. Not only will you see WVLS materials, you will see materials belonging to the following participating V-Cat libraries:  Abbotsford, Antigo, Colby, Crandon, Dorchester, Gilman, Greenwood, Laona, Loyal, Marathon County Public Library, Medford, Merrill, Minocqua, Owen, Rhinelander, Rib Lake, Stetsonville, Thorp, Three Lakes, Tomahawk, Westboro, and Withee.

Through iPac you will be able to search the catalog. If you are a registered borrower from one of the member libraries, you will also be able to place holds, renew materials and look at your personal information.   

Placing holds - If the iPac says an item is in, it takes time for participating libraries to process your hold request. Please wait for a notice in the mail that an item is actually on the hold shelf for you before you come for it.  Remember to select the proper library for pick-up.  Occasionally you will not be able to place a hold on a particular item. There are varying reasons why.  It may be that there is a record for something recently published, but no library yet owns it. Or, the item may be so new  or popular that the owning library chooses not to loan it to outside their area.  Or, the item may belong to a library that is in the processes of joining V-Cat and they are not ready to accept holds.

If you cannot place a hold through iPac you may ask your local library to inter-library loan the item.


By Phone Through Local Library:

WVLS prefers to receive AV requests via WISCAT Online, V-Cat or U.S. mail, however if time doesn’t permit, telephone requests will be accepted. Contact the WVLS AV department at 715-261-7252, Monday through Friday, between 8:00 a.m.- 4:00 p.m.   


   Shipment and Return of Items

** Audio-visual items will only be sent to participating libraries/institutions; items will not be sent to an individual’s home address. 

**  Items will be shipped via the WVLS courier service, or by U.S. Mail, Library Rate.

**  If upon arrival there is a problem, please call the WVLS AV department promptly.

**  Please use the proper shipping container. Videos should be returned in boxes or bubble bags.
   
NOTE: Mailing bags which are padded with cellulose fiber (reprocessed newspaper) should never be used to mail videos. Often referred to as “jiffy bags,” these bags tear easily and leak fibers, which are strongly attracted to the static electric charges carried by videotape and plastic cassette cases. THE MATERIAL SEEMS TO LEAK THROUGH EVEN WHEN THE BAGS ARE NOT TORN. These fibers are virtually impossible to remove completely. When a contaminated tape is played, it is like running fine sandpaper through a VCR, clogging and scratching the delicate magnetic heads - causing them to wear out prematurely, and leading to expensive repairs.

**   Please use the return label which is included in the shipping case. Shipping address should be: Wisconsin Valley Library Service / 300 N First Street / Wausau, WI  54403

**  Good care and safe return are the borrower’s responsibilities. Audio-visual materials are carefully inspected upon return from each user.

**  Please make sure that items are in the mail in time to arrive at WVLS on or before the due date. If you know an item will be returned late, contact the WVLS office to verify an extended loan period.


    Charges:

**  In the case of damage to or loss of any audio-visual item, borrowers (through the borrowing library) will be charged the cost of repair or replacement.

**  If items are not returned by WVLS courier service, the borrowing library is expected to pay the cost of return shipment of videos at U.S. Mail, Library Rate.

**  Overdue charges will not be assessed by WVLS as we expect all borrowers to comply with scheduled return dates. The date due means that the items should be back at WVLS on or before that date. Habitual disregard of due dates may result in termination of service to individuals or institutions at fault.

** While WVLS will not charge for overdue items, local libraries may assess and retain overdue charges according to their local policies.


     Cancellations/Renewals:

Cancellations for reserved items should be made to the WVLS office. When canceling an item, please provide the title and catalog number. If extra time is needed to view a video contact the WVLS office to extend the due date. If the video is not booked for another library an extended due date may be given.


It shall be assumed that placement of an order for service constitutes an agreement that the borrower accepts the terms as set forth.  Failure to comply with the regulations of WVLS will result in termination of service to individuals or institutions at fault.


COPYRIGHT

All videos in this catalog are subject to strict copyright limitations and are not to be copied by any user for any purpose. Also, these videos may not be exhibited commercially or theatrically, or for an admission, donation or any charge. Videos may not be broadcast, transmitted by cable or otherwise transmitted on any open or closed circuit system. The videos which state “home use only” cannot be shown in any type of public setting. This restriction affects public libraries and their borrowers in that “home use only” videos cannot be used as program materials in the library or in other public viewing situations such as club or Scout meetings. The only exception which allows for a public performance without permission of the copyright owner, is a face-to-face classroom teaching situation as defined in Section 110 of the copyright law. When using a “home use only” video for that purpose, there are several restrictions which must all be observed for each separate performance: 1). the work must be presented by an instructor or student; 2). it must take place in a face-to-face teaching activity; 3). the classroom must be in a nonprofit educational institution; 4). the showing must be in a classroom or similar place devoted to instruction; and 5). it must be a lawful copy.


Use of Programming Materials

These multi-media storytelling kits are designed for use by librarians, branch library staff child care workers, and teachers of children through grade three in the Wisconsin Valley Library Service area. The kits are designed to promote reading readiness skills and generate an interest in literature among children ages two through grade three.

Each storytime kit focuses on a theme and may include different types of materials:  books, flannel boards, regalia, puppets, big books, videos, and cassettes. Items in the boxes are not to be used by a single child or by a group of children for their entertainment, but only by adults in a group setting with children.

Materials in the kits should be considered as a resource, not an entire lesson plan. Each storyteller should tailor the presentation to his or her needs and the needs of the audience. Personalization is the key. Successful storytelling relies on the interaction and the dynamics between the storyteller and the audience.
